U.S. Aid to Help Palestinians Pay Utility Bills

The State Department had initially planned to give the money to the PA to support the election and to help pay Palestinian salaries, but key U.S. congressional leaders raised objections, arguing that adequate safeguards had yet to be put in place to ensure that the PA spends the money properly.
