Libya has informed the U.S. of plans to back out of a contract to destroy its mustard gas stocks as promised under a landmark 2003 agreement, U.S. officials said. Libya is believed to still have 23 metric tons of old mustard gas and 1,300 metric tons of precursor chemicals, and had promised to dismantle its weapons of mass destruction. “The bottom line is, I don’t know what the Libyans are up to,” one U.S. official said.
